The International Conference on Comparative Federalism ICCF 2006

Federalism is presently on a top agenda in many countries throughout the world. This form of state structure is relatively new for many states and, in some cases, very unstable. Yet federal structure of a state fits best large multicultural societies, provides for development of democracy, gives an opportunity for greater involvement of citizens in government (for example, on a regional level). So a present challenge for scientists is to elaborate new ways to support the development and strengthening of federalism in the countries where it exists.

The purpose of the given colloquium is to joint efforts of various prominent researchers to address the most important issues of federalism. The conference will give an opportunity to share experience, results of analysis and data in the area of federal studies. Due to the conference list of participants, which includes primarily scientists from Russia, NIS and Europe, the conference will address not only general issues of federalism, but specific problems for these regions of the world, like prospects of European integration, Europe's relations with NIS countries. Other conference topics shall include distribution of taxes between different levels of power, formation of legal system and competent authoritative bodies, international activities of the subjects of the federation, ways and forms of representing regions' interests on the federal level, realization of the principle of subsidiarity, mechanisms of protection of ethnic minorities, etc.

Comparative methodology will be widely used in the participants' presentations. Comparative method in studies of state and government structure provides an opportunity to find common useful elements that fit political and social environment of federal countries and can be implemented in other countries' federal models in order to improve them. Thus the practical value of the conference will also be the elaboration of such elements that could be introduced by prominent scientists to legislators in their own countries.
